There are a few laws that you can vote on that will decrease heat demand or increase output that I've come across. There also appears to be a lot of locked research that may seem to increase heat as well

Yup but not available in the beta :D

All the way to Increase heat output seems to be locked during beta. There is research to improve the generator but when you hover over it the text just says that is not part of the preview.
