How to build logistics district ?

I may have missed something, the game says it must be built in place of the Old Waystations but when I try to build a district I can click nowhere

You need to break ice to reach an old way station first, like you did to reach coal deposit :)

Yes I figured out, I feel dumb but because ice break yellow traces were just a line I thought it was a wall of ice xD
