if you can't download.
Steam are sometimes slow at updating.
If you can't download, just restart steam to force an update and it will allow you to download the game.
(if you bought the deluxe edition)

If you cannot download, please restart Steam. Steam is running in the background even if you click the × button.

Restarting your PC will completely restart Steam, so this is one option.
