Would such game be popular though? No, I don't think so. Frostpunk has always been a single-player experience, and single-player is a necessary prerequisite to immersion into a lore-deep world. Frostpunk is a niche game. In order for there to be people to play with it would need to become much more mainstream, but I feel some of the ideas at the core of Frostpunk ensure it will never be a game for everyone in same way GTA or Call of Duty is.
Another consideration is the developer. The game released months ago, and yet 11bit are still pushing out hotfixes. If they struggle to even get single-player right, what kind of discussion could we have about multiplayer?
So TL;DR not every game needs multiplayer and Frostpunk in particular does not need one.
Compared Factorio and Frostpunk.. Seriously? Completely different games..
