Yeah, but it's not nearly as good as the district specific buildings.
However, I've found that since you can't put anything on Prefabs or Steamcores sources, they might be useful there.
But advanced factories? Coal liquefactors? You are limited by cores as to how many you can have, so you want to get the most out of each. Especially if you're playing on a large map where you've a lot of space you don't know what to do with.

Also buildings that turn resources into something else (Oil>Materials, Coal>Oil) don't use more resources when increasing the productivity, so while not as high an output, it is more resource efficient to use a Village/Dormitory there it seems.
