Report a translation problem
The issue being - civil war. Civil war mechanics work well for a curated experience that is the story, however it is simply too rigid for a sandbox environment that is Utopia Mode.
Utopia Mode needs to give the player more agency and only ever have protests or civil war when it makes sense realistically. Heck, we need more tools in general. Why can't I have schools indoctrinate children into my favorite faction?
As a player, it feels incredibly frustrating to never be able to reduce a faction below 100 members, even though I understand why you can't do it from a purely game design perspective. What feels even more frustrating however, is that 100-members faction is still able to protest and the like. And that Martial Law is a joke and does nothing to prevent that.
11bit has started to shift focus from hotfixes to balance, events and overall Utopia experience, which gives me hope for the future. Hopefully they'll get to rewrite this one as well.
When war occurred, choose suppress the rioters, then later choose outdoor prison (or something like that, don't remember the exact description), once they are all rounded up, execute them and they will be permanent eliminated.
Can't do anything for the other normal factions.
