Zeitgeist bar not filling

My Equality bar is stuck at around 80%, and is not raising not matter what equality buildings I build/laws I pass... Anyone has any idea what's going on?

This was happening to me in Story Mode but eventually through researching aligned options, voting on aligned options, and using things that directly tell me "This is a small/big/huge step towards X" zeitgeist, it got up to fill where I was able to put into an action a larger defining effect for all three zeitgeist pillars. Just keep at it, and if it still doesn't change at that point something may have locked you out....though I'm only aware of a very small number of things that can do that.

Locked me out? What could've done that? Both the Merit and Equality bars are roughly the same. If I built 4 Merit houses I activate the Merit ability, if I build 20 Equality houses, nothing happens, the bar is blocked... I guess the game is over.

Did you ever find out what blocked this? I am having the same issue. No matter how many Equality buildings I build, or laws I pass, the rating doesn't budge one iota from around 80%.

The only reason I can think of is that I am in Story Mode, and chose to Embrace the Frost, but if that pigeon-holes you into 3 specific capstones, that is... rather limiting.

I am post-Winterhome, and already have access to the two other cornerstones.
