enforce your rule using the ability?

how do I even use that ability? what is secure rule city ability am I missing something? or am I just dumb and blind

You need to restore the Authority of the Captain to use that ability and will immediately win you the game because it stops all protest and wars instant.

So the more you ♥♥♥♥ is going down, the more the peoples are likey to vote for your Authority in the gonverment laws section

Allthough you need a specific amount of guards to enforce your Rule

I already have captain's authority signed

That ability is in the central district (the one with generator in it). Just use it like in any other district.
