I've chosen the path of peace and reconciliation. According to the checklist, I've gotten rid of all radical laws and buildings, completed the Pilgrim's traditional families agreement, completed the Stalwarts' resource abundance. There's no fighting in the city, all factions except detainees are devoted and with 0 fervour.
However, I cannot propose the peace accord.
What gives?

Okay nevermind, poking around I realized I had some radical buildings that the checklist didn't account for. Once I nuked all my Panaceum factories I could pass the peace vote. Of course, that put me in a massive food deficit, but that didn't matter as the end played immediately after.
