Dealing with squaler

just completed my second game and got most of the game systems worked out accept on how to deal with squalor, it doesn't seem like there's any building that help to mitigate it. even with the supply demand met and exceeded squaler always seems to build up pretty high, especially at the dreadnaught once you get a bunch of oil pumps going. am I missing something on how to deal with this?

There's a ventilation tower you can build in housing districts, and a recycling plant you can build in industrial.
