you get 5 factions in utopia, there is something like 10ish over all. The first faction you get (other than the starting 3) is determined by your actions, then you get that factions opposite a little after that
Each community favors one cornerstorne (progress, adaptation, ...) of the three ideology axes. => 3*2 = 6. Each faction has strong believes about all three axes. => 2^3 = 2*2*2 = 8.
At game start you get two opposing communities (same ideology axes) and one other random one (different axes). Depending on how you develop your city, you get one of the 8 factions, which likes what you did. After some time, the opposing faction will appear.
In your case, the two starting communities don't care about adaptation and the random one either also doesn't care or is opposed to it. The first faction (4th group) is opposed to it. Since the opposing faction (the 5th group) will be exactly the opposite in all three axes, you are guaranteed to have all options available then.
