Report a translation problem
That's the territory where no software wants to land: when an app is so unstable and full of bugs users just guess any problem comes from code and features are just not expected to exist even when they are present. Not only perceived quality is even worse than actual quality, but you get tons of bug reports that aren't actual bugs or that are hard to investigate because the root problem isn't in the code.
That said, it is a UX bug (most probably specs never asked for such feature), even if it's not a code logic one. QA is supposed to spot such problems and devs are supposed to challenge specs when they're missing such features. Hard to know without details if it comes from management being inexperienced or cutting corners.
Are you using the mouse wheel while having the mouse over the horizontal list of buildings?
Is it several buildings from different types or is it several buildings of the same type but different zeitgeists?

If the same save works on Windows, then it has to be a bug. Report it.
