Just tried a second time there, I'd built resources on every node on the map, still failed. Not enough prefabs to do anything even though I had I think 4 construction districts?
You cant get into the surrounding areas picking up some people and your city wont grow more population to produce more workers.
So you are stuck with what you have.
Actually the tutorial in its limitation is very close to FP1, as it demands you to puzzle the optimal combination and placement of stuff in a preset way, leaving you with less space and less freedom of choice to do it your way.
I failed the first time I played as well as the game isn't very intuitive.
First, build one extraction site on one oil then build 2 housing sites close to the core. (housing problem will be solved)
Next, start frost break the path to the food from the other side of the core, and start 2 farms.
Next, build an extraction site on the prefab plot closest to you.
Material will be the next problem but is not as important as food.
You will need to build another oil extraction for the upcoming decrease in temperature. ( you will need 3 in total)
At this point, there is an easier route (the seals, south close to an oil plot) or the other 2 farmland that is the furthest. ( one on top and another in between the cliff). I did option 2 and was still able to complete 20-30+ weeks ahead, I did not touch the seals)
Once the food problem is done you can start addressing the material problem. At this point, your first prefab plot should run out and you should only build the next extraction to the west as you will face workforce issues. Deconstruct the first extraction for prefab and money.
Build food storage for capacity close to your food site (3 plots for a 10% decrease in workforce). You will need 2 storage. ( You can also shut down the prefab production once you collect enough as it is wasting workforce, fire and material demand)
You can fast-forward to win the Prologue.
You have a few resources you need to pay close attention to and make tough choices with. The most limited one is humans - they're your most critical resource in Frostpunk so do whatever you can to plan for how you use them (you can turn off districts if you need workforce to move to work at a different one). The other resources come from either the people (heatstamps), the environment, or you make them from something else. Balancing not running out of one of those to prevent you from moving forward IS the game.
Don't build 1 food district for 1 node of food. You need 1 food district to be build on top of like 3-6 food nodes, etc

I guess its better the way it is now, prologue is to make you familiar with the game, having too much resources don't do that. It sits you right down for how the game is going to be like.
