How to build research building?

You need to expand a housing district.

You expand a housing district and place it within it. As for which housing district placement doesn't matter so much like in FP1; but each district is limited to 2 building slots so be mindful of the needs and don't go research crazy.

Not only does the tutorial teaches you that, when you open the building list, the Research facility is literally in the "Housing" tab, which means it is built on Housing districts *facepalm*

The Council building is in the Central tab when selecting buildings. So keep that in mind. If a building you want is in the Industrial tab, then it's built in an Industrial district, and so on. A few buildings can be placed in multiple districts, so they will appear in more tabs as well.

You can build multiple research buildings to speed up research, that's why it's not central.
