Report a translation problem
If nothing happens, check if you have 20 scouts idle. There seems to be a bug (?) that allows you do send the scouts to do something else. Then the outpost doesn't make progress.
When you send the Colonist to the Dreadnought, Your Logistics site workforce gets reduced to 80%. Bringing you bellow the Required 20 Scouts.
To continue the Expedition you need to re-allocate Workforce back to the Logistics buildings, Once you are over 20 you should see the Mission resume.
You can verify this by Scrolling in on the Dreadnought (Before Allocating More To Logistics), You Should see Construction is currently *Paused*. Once you Allocate More Workforce, You Can zoom in on the Dreadnought once more and See that its now Building.
