Like real life
this is accurate on a lot of levels, but specifically in game they have been living like this for more than 30 years, you can't keep the same level of 'follow me or we may instantly die' intensity for that long, it just becomes the norm after a while
Lore-wise in Frostpunk people have used their valuables to trade in for things like rations or other stuff essential for survival. In Frostpunk, it was about survival, so I guess if you worked you were compensated with rations and if you were unemployed you got less. Even Amputees were given half rations.
So after 30 years, some kind of currency was formed probably out of necessity since if people needed something they would have likely traded jewelry or trinkets for... well, anything.
So you need to pay the workers for their efforts which in turn lets them feed their families, even though as citizens of your city they likely get some basic rations that prevents them from starving (like gruel or soup rather than full meals). Or they get a small allowance from the city once a week that they need to ration.
I admit, I didn't have funds for anything but I found out you can fix that with laws (like Mass Production and Taxes for basic necessities) and manufacturing goods (you need like one factory district in the beginning dedicated to making goods). Later on you can be crazy rich and just splurge on bribes, buildings, and upgrades.

it is an odd name and I thought at first they would be a functional resource that you spent to warm people, but its just the in universe name for the currency, maybe they are stamped with a picture of the generator or something.
Nah it makes sense in-lore. It started out as a coupon for your daily ration of heat (presumably something like 1 lamp worth) and, the same way fiat currency exists today, established itself enough to become 'universally' accepted currency. Keep in mind heatstamps are explicitly only used in New London. All other factions don't seem to use them, as trades are always bartering and even the Wanderers specifically use scraps as a currency instead.
A random thing that is available in reasonably frequency and initially having a desirable value becoming a localized currency is pretty standard.
We're both right. I just booted up the game and looked at the right-click info and it says that it was once a literal stamp redeemable for a fixed amount of heat but has since become a universal currency. I still have no idea when, though, since the game starts right when the old Captain dies and he never implemented any kind of heat currency in the first game.
It's been 30 years. Yes, we don't know when (maybe some DLC or other lore stuff will explain it to us at some point), but we do know that's a long time and it happened somewhere during that time, long after we stopped affecting the world playing FP1. The Captain could of done god knows what stuff without our heavenly guidance.
