How do you colonize?

I've connected to the other colony but I do not have buttons to transfer resources. What am I missing?

1. build a trail or skyway
2. click on the outpost, then on the colonize button (may have different text)
3. wait for colonists to arrive to outpost. you know they have arrived when you get the icon on the top right

is it an actual colony or just an autonomous permanent settlement as per your adapt doctrine?

It's the one right next to the oil deposit. This is the first mission after the prologue. I've pressed the colonise button but after waiting like 40 weeks nothing has happened.

I think my game might be bugged out.
