Construct Windshields - can't transfer enough materials
So in Chapter 5 you supposedly can use Construct Windshields in Windward Moor, at the cost of 30,000 materials. But the colony can only stockpile 10k, and so the button is inactive. What am I missing here?

Build a materials stockpile in there. You can then transfer some materials from your main city if you wish.
