How do I reduce squalor?

I'm in chapter 3. None of my adjacencies cause it. Bit stuck.

How do you unlcok ventilation towers? I have a faction demanding it, but cannot even see it in the tech tree.

First you have to research them, then build them from the building tab where you also get the research lab from

Top of the research tree you have categories. I spent an hour in game and didn't see it myself breaking promises and pissing off some factions.

So anyone here have the problem, that you can't access buildings like the ventilation tower after you have many buildings available, because the menu puts those buildings off screen?
My latest run ended with super high squalor, because I couldn't build any ventilation towers anymore.

As the other people said, toxin/garbage reducing things will reduce it, but also having a surplus of materials (To keep repairing the city) will reduce it too.

You can simply use the mouse wheel to scroll the building list smh
