Advanced Shaft Coal Mine not working with "infinite resource"

I have an advanced shaft coal mine upgrade on one of my extraction districts but it says it cannot be activated due to resource not being available. Im pretty sure Ive seen it working and theres clearly coal (about 4M in fact), so is this a bug? I see a red icon with a house on top but Im not sure what it means, I have more than enough workforce and housing as well.

Ah yes, i remember this getting discussed a bit ago
Apparently it only works if the 2 are constructed in a specific order, altho i don't remember what order. Eg, either deep melting drill first and then a mine, or the other way around - whatever your order is right now, try tearing them down and building them the other way around.

I think someone also said simply disabling the drill and turning it on again made things work
