No I dont think so. it is made in Unreal Engine 5 so you will have to access it using Epic Games. Also if anyone is looking for guides just found some on the mod.io page: https://mod.io/g/frostpunk2/r

That guide looks nice thank you! I am pretty clueless having not modded anything since lonnnggg ago. Do you know any guides that would help with the general framework? I'm not looking to do much visual modding but I'm thinking about making another scenario for the same universe just at a different time.

I'm thinking some sort of reformation(religious wars) kind of scenario. The factions would just change names as well as some of the laws.

Any ideas? Thanks!

Once you get Frost Kit it will appear in the Tools section of Steam.

That sounds like a cool idea. I'm tempted to learn modding in order to make a scenario of my own (centered around a class conflict). Best of Luck!
