If they made it so you needed like 3 food plots to have full production (enough for field rotation) then it'd work out really well and they wouldn't have to do anything else
I didn't really have food problems. I went all in on Stalwarts and they give a ton of production bonuses. My infinite food district was providing so much food that I turned down the productivity in the other districts since it wasn't needed. I only ever built one of the food outposts, and didn't feel the need to replace it when it ran out. Even with New London supplying all of the food for Dreadnought (and Winterhome temporarily) I still ended the game with like 500k in storage.
