Did you ever figure this out? Having the same problem.

I tried uninstalling Visual C++ and reinstalling it, reinstalling the game, starting & stopping services ... nothing works.

If not please, get in touch with our Player Support using the contact form HERE [11bitstudios.com] and let them know about the issues you are experiencing. Please send a screenshot of the error and your DxDiag file as well, as a crash dump or any logs that should be found here if any are created:
C:\Users\***YOUR USERNAME***\AppData\Local\11bitstudios\Frostpunk2.

To create a DxDiag file:

• Click on Start
  
• Type “DxDiag” and launch DxDiag
  
• Click on “Save all information”
  
• Save “Dxdiag.txt” file
