so why no other game goes above 65, and only this one goes to almost 90? it would happen with any game
2. What CPU?

This game just uses more GPU resources than other games. Granted they do need to optimize the game more.
a CPU or GPU are meant, and designed, to be able to run at 100% use without overheating as long as they are PROPERLY cooled. If you are overheating, there's an issue with your cooling system.
If I were you, I'd clean out the dust/hair from everywhere in your PC and out of the fans and heat syncs on both your system AND GPU. If you have overclocked your GPU, undo any overclocking.
My 4090 is air cooled, and even at 100% use, it NEVER goes over 60C because every 6 months, I get a hand held vacuum, and clean out my PC and GPU.
Also, disable any overclocking if you overclocked your GPU until you clean things out.
It's also possible, that whomever built your PC, did a crappy job with the cooling system/air flow. If it overheats after you clean it out, then this is the cause unfortunately.
I'm sorry to be blunt, but it's NEVER a game's fault if your CPU or GPU overheats (even if a game isn't properly optimized). If your rig is working properly, NOTHING should cause a GPU (or CPU) overheat.
78-80 Celcius
Your card got 300 Watt TDP. When it meets a demanding game it results in a lot of heat production. When you play one of your other games without frame limit you will likely see similar temperatures.
Your options are now:
- Find a setting in Frostpunk 2 that reduces demand on graphics card.
- Underclock your GPU to limit heat production. Usually the last % of graphic performance produce a overproportional amount of heat. As your other games do not demand that much power you should not see a difference there after underclock.
- Try undervolting. Reduced heat production with same performance. You have to find the voltage at which it gets unstable and stay above that. Got my card from 160W max TDP to 135W max that way.
You forgot the MOST IMPORTANT option:
- Fix your pc rig. Your cooling sucks
78-80 is not overheating for a GPU, that's warm, but not an overheat. Going up to 90C isn't so good though for sustained use.
at 110c , your GPU will turn itself off.
I experimented with every setting, even Low, still the same, 45fps, 60fps, everything.
GPU is already underclocked and undervolted, (at 1040mV from 1100mV factory setting, lower and it crashes and resets to factory), every other game, even 2077 doesnt surpass 55-60 degrees Celcius, at full settings at 60fps, only this
so 78-80 Celcius normal and 90C hotspot is ok? nothing to worry me about?

Yes, it can be an airflow problem or just one of those hot running GPUs. Depending on PC case used and so on maybe not easy to fix.
It's a bit warm with a 90c hotspot. I'd still clean our your PC and GPU and either turn down game settings or FPS lock the game to where it doesn't get too hot.
so shouldn't it be raising temps to 90C hotspot on 2077 with full details 1440p and 60 fps? or any other high "demanding" game with the same specs? why only on Frostpunk 2?
