Hi, I may have found why the game does not want to start, run dxdiag command via win+r, if you have WDDM less than version 2.7 it will not start, you need to reinstall the system to build a system that supports version 2.7.

Go to Steam client > Help > System Information

I have dx12 and normally do not have an issue running games with it. I guess I'll wait a day or two to see if this gets patched and then request a refund. My computer isn't exactly new, but can still rip through Warhammer: Total War III battles at 30FPS so it should be able to handle an indie dev's city builder.
Post the necessary info about your PC so we can identify which part of it is below minimum specifications.
The DX12 issue is usually caused by:
(Please note that sometimes updating the software doesn’t update the GPU drivers to the newest version, so it’s best to do it manually if the issue persists.)
(Some PCs, usually laptops, have two GPUs: a dedicated one for gaming and an integrated one used in power-saving mode.)

You can also try using Proton Render. As far as I know, it's not a hardware problem, but a software problem. https://steamcommunity.com/sharedfiles/filedetails/?id=3333479036
Turned out that, mine does use DirectX 12, but not fully, only at 11_1 ...(?) Something.
This meant that my GPU did use surtain features of DirectX 12, but not everything, so it did not work.
Put in a different GPU and now it does work.
Yes I tried all the steps they gave in a different topic, tried with both words in the Properties menu and looked at every possibility, but non of them worked, except for changing GPU.
