Bug, missing feature: Promised Stalwarts 'Birthing Programme'
But the tech seems unimplemented, only the Plgrims have a reserchable tech in the 'Procreation' category where this tech seems to belong.

I have the same problem. Should be fixed as a bug, either not allow them to demand it or unlock it when thez demand it and you agree.
