Idea Tree bugged
Whenever I open the Idea Tree the regular city UI (containing all the info on resources and so on) blocks the top menu, meaning I cannot switch between the idea trees.

press alt.

this is a common bug caused by alt-tabbing a lot. not unique to frostpunk, either. when you hold alt when in the ideas menu, you can see the regular city UI. problem with steam games is that, when you alt tab, sometimes to game continues believing you're holding alt long after you've stopped.
