Chapter 5 negotiate peace bug
When trying to negotiate peace in chapter 5, all the factions have extreme low relationships because of the 500+ weeks long lasting "Extremely decreased by recent deaths". The same goes for other civil war related issues that just won't fade. Thus, my peace negotiation proposal is always rejected by default, no matter how high my trust or favours to the factions are.

Can someone confirm this bug? I wanted to finish the game, but sadly now I have to stop until it's fixed as I won't replay my last 6 hours just to avoid this bug.

Had the same happen in my first try.
I had to load to chapter 3-4 to preemptively revert laws and prepare for the negotiations by bulking up food.
Next attempt i could pass it rather quickly before loosing much trust.

But that didn't really solve the issue right? The fact that deaths or stopping riots means an infinitly long debuff in relations for factions? I can imagine this being the worst bug for utopia mode. I hope it will be fixed so I can continue, I don't have as much patience as you

Only the developers could solve the issue. I can only give you a way to conclude the story. Reverting to Chapter 4 only cost me around 20 minutes, as settling into the winterhome was easy enough. However, I didn't send enough people there to conclude the chapter and make the preparations previously mentioned.

About your issue, this may not be a bug, as you are meant to fail the story a couple of times.
If you can't finish it in time, you fail and are removed.

However, what I think is a bug is how quickly the trust drains from the factions. For me, it was gone in a matter of a couple of dozen weeks. After that, I was stuck just like you, even after stabilising the city, until the final countdown alerted me to my immediate doom.

yeah the time limit is obviously not a bug I was only stating the debuff in relations you get from the deaths in winterhome. Also winterhome was a bit of a struggle to get all the cores so I don't want to repeat it

yeah the time limit is obviously not a bug I was only stating the permanent debuff in relations you get from the deaths in winterhome (which is why your faction trust keeps falling immediately again). Also winterhome was a bit of a struggle to get all the cores so I don't want to repeat it

To be noted, you can significantly reduce death toll consequences through a specific, moderate law accepting proper funerals rather than using corpses for other purposes. Although, you need to enact the law preemptively, not after the facts.

I think I found a solution. I held the vote twice, the first one failing miserably (I got like 6 votes), But the very next vote, even without doing a lot to raise Trust or Relationships (which were middling) I had 40 support before negotiations.

It looks like you just have to fail a vote before some of those negative debuffs wear off.
I was able to complete the game without a reload or any fancy shenanigans before the fighting started (I didn't have prisons researched or built, so I did VERY poorly during the riots. but I did have a ton of stockpile, so things only got pretty bad, not incredibly bad.)
