Utopia mode help

Hey guys i cant get through the 400th week of the utopia mode due to tension and the factions hate me. I played the story mode and I can clear it easily both peacefully and war filled. Any advice ?

If you hover over the Tension bar/ball on the bottom middle of the screen it will tell you what is increasing/decreasing tension. Be sure to get that council up asap and start passing laws.

try using fighting hubs and patrol watchtowers(with the event that reduces guards but helps people)

Start a new utopia game and get yourself Bohemians as a faction. Keep them happy and they'll go a long ways towards keeping everyone else happy.
