Never played captain but I'd double check if you have a stockpile in New London. Perhaps captain difficulty disables it.
You need to have oil production above 75 to be able to actually send over the 75 as a transfer rate. It can't be pulled from stockpiles (the UI seems to hate stock pile pulls in the transfer window).
It only has to be done for a tick, then you can reset it to keeping the dreadnought warm.
It's a weird limiter for the chapter change, becuase it's entirely plausible to find oil reserves out in the waste and have a 50k stock in the city while waiting for '75'.
The game seems to have a potential to not flip a boolean flag that is supposed to trigger after a cutscene. Happened to me more than once. :X
If the UI doesn't show the objectives then your game is bugged.
