How often does the population census occur?

Oh, there's arrows progress bar percentage under it and a percentage if you hover it. I thought it displays how fast population grows, but actually it means how much it has left until population bump

To add more to this.... the arrows move to the right if there's growth and not at all if it's stagnant. It starts as black arrows and fills up with white. Once it's completely full, you will have a new population increase to deal with. Keep an eye on that arrow regularly so you can plan your housing expansion prior.
