Where to Bug Report? Heat Calculation Error

I was at +50 coal on chapter 2. I built the research institute. The housing district it is in is currently operating at 60% efficiency. It went to +38 despite the district i built my research institute having zero heat demand.

-24 Housing -12 research institute, +20 crevasse + 20 neighbouring housing, for a overall 0 heat demand. Yet the building of the research institute, my heat requirements have gone from 70 (the central district) to 82 - despite the housing district having zero heat demand.

I have these districts and the following heat demand

4 Housing Districts (Heat Demand Zero, all built in crevasse with neighbour, one operating at 60% efficiency with research institute (as shown above).
1 Prefab Extraction (Heat Demand Zero)
1 Coal Extraction (Heat Demand Zero)
3 Farming Districts (all Heat Demand Zero), one has 2 neighbours at full, others have one neighbour and are operating at lower efficiency for heat demand zero.
1 Central District (Heat Demand 70)

So overall if I look at every district, my heat demand should be 70 - yet the generator is asking for 82 heat demand.

Are buildings separate? They always ask for heat even if the district has zero heat demand including the building? Why is it shown like that then? Anywhere official we can ask to see if this is a bug?

Additional Testing - it seems the research institute is coded weirdly. It's basically always treating it as a separate requirement for heat no matter what. I was under the impressions the buildings built in districts could be managed by adjacency bonuses, heating hubs etc but that appears to not be the case in chapter 2 with the research institute. It's always going to ask for additional heat, even if the 'heat demand' (which includes a calculation for the research institute) for the district is zero. Extremely confusing - why is it show and calculated as part of the heat demand when it's basically always going to ask for more heat separately?

We...or at least a certain majority of us, are aware and hopefully it's been reported by now. Someone else around here has done considerably testing and run the numbers and it's certainly behaving oddly at the present time.

I see, I wasn't aware. I couldn't find anything googling it or searching here. I did use the tech support link provided, the post made it seem like it was geared more towards technical (ie hardware or game crash issues) then just gameplay bugs, but i've emailed them with the details nonetheless.
