How to unlock "Automated Workforce" research?

My "progress" bar is full but somehow I still can't research this idea. The tooltip says "no communities are ready for anything this extreme", how can I resolve this?

Do you have all the factions unlocked?

it honestly feels a little bit random when the cornerstone events pop up.

If you are in Synario, and haven't backed up any "Progress" faction, it is highly unlikely to get a faction to make that researchable. However, during my third try, whilst frostbreaking with casualty, the faithkeeper faction proposed me to research "automated workforce" after having few men died from Winterhome frostbreaking.
But it is quite random. In Synario, high chance to get that researchable, is when you have backed up your progress faction at least once during 2nd chapter and 4th Chapter. Either that or try your luck with making casualty during quick frostbreaking on Winterholm.
And in Utopia builder? Well, just like in Synario, but without making any decision, all you have to do is follow the progress line. Eventually one of progress faction will back you up. ;)
