[BUG] Attended Freight Dock broken

I had trouble yesterday even building one, the construction itself was stuck. Reported the bug here.

Later I demolished the district and rebuild it again, placed again the Attended Freight Doc, nothing changed.
Since I read that some folks have trouble with the skyway I rebuilt it, nothing changed.

Expanded the logistic district and placed yet another Attended Freight Doc... And nothing changed, I am stuck at the basic capacity of 250.

This is connecting with the Old Dreadnought. Cannot progress.
