Why are Apex Workers Radical
From the description it is not completely clear to me what makes the Apex workers a radical idea. What are they exactly?

I see it as some kind of discriminatory law where only the strongest are allowed to work, either that or they are forced to work like crazy non-stop all day.

use it long enough and more narrative related stuff comes up showing the adverse societal side.

Still use it though, clear the wheat from the chaff.
how can I pass apex worker

after passing it I had an event where they give the workers some weird stuff to drink that makes them work like crazy and after a while they can't even remember their own name

The recruitment process is pretty radical and causes people to die.

Apex Workers are just another term for Giga Chads.

*Passes laws that mandate every worker become a Giga Chad*
*Ignores all consequences and messages of the Giga Chad law*

I think it's more than that. If memory serves it's stated that they deliberately remove limbs and replace them with prosthetics. The Apex Workers aren't just about "the strongest" working, it seems to be about the almost religious reverence for the concept of productivity and efficiency by any means and making every worker better than they would otherwise be. It's honestly about as close as Frostpunk comes to a transhumanist concept
