winterhome bug?

So, i reached chapter 4, and decided to salvage winterhome, thing is. I had like 50 cores already, so the moment the game sends me to winterhome I get the we have enough, lets go back choice. but choosing the send the workers back to new london instantly gives me a game over. saying everyone died, even thought i just got there and chose to salvage it.
am i doing something wrong?

My case, i choose try to salvage more Cores after i have enough and game tells me i still have 52 weeks to evacuate, so i decided to stay a bit longer. However i completed building the generator's upgrade and the game force me to enter Chapter 5 and the winter home is gone.
