Placement of stockpile hubs

Is it necessary to put stockpile hubs next to the resource district? I'm asking because eventually the resource will deplete.

In theory, the only permanent resource districts, are the once on the deep resources and industry districts. You can relocate the hubs later on, for a small cost, so its more about if you need the work force reduction or not.

You can put stockpile hubs anywhere you want as long as it's not directly near another stockpile hub of the same resource. All you get from placing stockpile hubs close to appropriate districts is reducing the workforce required for such district, ensuring that keeping a stockpile hub near at least 2 districts working at full capacity saves you more workforce than it takes to maintain the stockpile.
