If you find some viable tactic to still feed your citizens when this happen then please let me know.
The food inspectorate decreases hunger for example so they won't care as much that they are starving.
Would be really nice if the stimulant factory could "tag-team" the citizens with the food inspectorate and have the, in this case, Great "side effect" that stimulants have which is to decrease hunger.
And then give opioid factory the bonus of decreasing heat requirements because everyone knows that when you are "rushing on your run" then a little cold is a non-issue.
