Heye-Heye or Hear-Ye?

'' Heye-Heye The votes are in, The meassure passes!''
I know this question is a bit naive but i can't find anything in Frostpunk Wiki or in my search. How we write correct what the City Crier annouces after the finish of the voting in council?
Does anyone know alredy the exactly words of the crier? This Heye-Heye comes from the old ''Hear me Hear me'' or not?

So is that what he acctualy says even if it sounds like ''Heye'' like the R is not so openly pronounced. Thanks man.
