Yeah, but keeping them happy will make it very easy to go towards reconciliation. Otherwise, you'd probably have an easier way without reconciliation.
Best case scenario would be that you chose to antagonize a faction that doesn't respond to hate by creating a radical subfaction (in my playthroughs poet-philosophy nerds never created a radical faction, despite being bullied for 30 years straight).
Most likely though they will radicalize and riot eventually. But by that point they will have like 6% of populace supporting them. That means any attempt at rioting can be quelled either by guards or counter-protest very quickly.
If you played your cards right, the faction you chose to favor will adore you, so even violent counter-protest won't do much to worsen their opinion of you.
Second best combination IMHO are Venturers (Merit/Reason/Progress) as opposed to Menders (who are not great, but nowhere as obnoxious as the Bohemians). If you get them to be happy they'll keep investing in the City at every turn. Don't be surprised to have several thousand Heatstamps in your treasury before you know it if you get on their good side.
I've loading up a game right now as i write, with your options selected. I will either go Windswept Peaks or Creator map. What would you recommend for fun?
I'm still new to the sequel and probably could have done things better to allow Overseers, oh well. Unless you can have more than 5 factions? If so, perhaps I can get them after all?
Bohemians are by far the single most useful faction in the game. Their ability helps keep relations good with all the other factions. Having all 5 factions devoted to you regardless of what laws you enact or buildings you place doesn't sound useful? No strife, no conflict, and it even gets you the Overseer's piddly, trivial production bonus as the cherry on top. Piddly and trivial? Hell yes; it's nothing compared to the production efficiency bonus you get by building stimulant factories, which stack, and which anyone can build regardless of factions.
