The districts can't be repaired

In utopia mode, during the civil war, and even after sending all the Icebloods to the new colony, there's no repair option in damaged districts. Is this a bug or some kind of game mechanic?

Had the same issue. Restarting the game helped.

If the district is still working it's a display bug. I recently fixed a district and the red squalor bar remained. The bar went away after reload.
