Played Frostpunk 1 a lot and so far Frostpunk 2 is pretty good. Looks good, plays good and fleshed out many of concepts they were trying to implement and made them mean something. So I can say that getting the base edition is worth it. We will have to wait to see if the DLC is good enough to justify the Deluxe price. But compare what we got for Frostpunk 2 at release and subsequent updates to what we got for Frostpunk 1, I'm cautiously optimistic.
In terms of the roadmap, there's nothing to say they won't add more hotfixes between now and the free content. So there's room for improvement. The mods have been mostly fixes, game-play preferences and a few cheats. Probably because the larger content mods take time and since the DLC isn't out yet, some people might be waiting for at least the free content to come out before diving in. Plus the thing with epic and Frostkit.
Now that I think about it, maybe the free content is the sample mods 11bit studio showcased in the trailer. Would be nice. Either way, I'd say it will probably be a good purchase.
