No, there is no way to do that. It's a gameplay restriction, the same way a housing district can be expanded twice and starts with no building slot while all other base districts can only be expanded once but start with a building slot. Likewise, it's about game design the same way each 1k people require X housing, Y food and Z goods in a given difficulty or in the same way a fully expanded industrial district consume a given amount of materials, requires a given amount of workers and provides a given amount of either goods or prefabs.

If you want a housing district to house less people and require less heat, you can always build a normal housing district and reduce its activity through the activity slider. Put it to 20% or 40%.

Anyway, gameplay incentivizes to maximise district synergy bonuses, which means you're supposed to aim for longest possible districts, not shortest ones.
