Coal deposits and depots

So is anyone able to place to fuel depots anywhere apart from the extraction district where the coal mines are? Because it looks like the coal mines run out of resources and u have to destroy it and build another one, but you also lose the fuel depot where all your coal is being stored?

Same with the food depot in the food district

You can build any depot in any district. I typically had two coal mines in the extraction district and the depots in the housing districts.

It's also possible to destroy the coal mines without destroying the district and use the two slots for depots, although that probably does not make a lot of sense if you are tight on workforce.
