Is the map randomized now?
One of the reasons I gave up on Frostpunk was it wasn't really a city builder it was a puzzle game and had a golden path that you could win the game every time because the play map and events were ALWAYS THE SAME.

Have you introduced random map generation so this can actually be a city-building survival game and not a puzzle game?

That would actually be a cool idea to introduce some RNG

Some of the Frostland Territories are the same on the map, but some are more RNG based.
Here is a map of my recent Frostpunk 2 Windswept Peaks Map [frostpunk2.game-vault.net] so you can compare it to yours

The map indeed changed between runs. Keep in mind however that this is the "Builder mode", closest thing in FP1 would be Endless mode I think. I don't remember if Endless mode had random frostlands locations, but I would bet it did.
Campaigns will surely have a fixed frostland map, which I think is a good thing. Yes it makes it way easier on subsequent runs, but imagine how hard it is telling a story with random locations (*cough* Starfield *cough*)

Frostlands in FP1 was slightly randomised. And there were locations that can or cannot to be a part of particular run. But in general - yes. It was pretty straightforward.

To Creadeyh - yes. Endless mode of FP1 has random frostlands and it completely regenerates after each storm. (not sure about other settlements with On the Edge, never have tried Endless with this DLC)
