Here is a map of my recent Frostpunk 2 Windswept Peaks Map [frostpunk2.game-vault.net] so you can compare it to yours
Campaigns will surely have a fixed frostland map, which I think is a good thing. Yes it makes it way easier on subsequent runs, but imagine how hard it is telling a story with random locations (*cough* Starfield *cough*)
To Creadeyh - yes. Endless mode of FP1 has random frostlands and it completely regenerates after each storm. (not sure about other settlements with On the Edge, never have tried Endless with this DLC)
