Marsh plants
In the salt flats, I have a fully upgraded spring with two fully upgraded wellstones and they're all dumping excess water off the edges into the canyons between flats. A lot of seeds get washed up with it and take root, which surprised me, because the area they're taking root in is about three feet underwater. I check their statuses and they don't have the "drowning" affect, yet the few ancient varieties that took root do.

I'm assuming marsh cultivars can survive in deep water no problem then and this is intended?

I think so yes, marsh plants seem to be immune to drowning.

Yes, anything with the "marsh" cultivar is immune to drowning!
