I just... what? I never thought that RAM speed would matter but it appears to have even removed stuttering issues and frame dips when facing certain directions in the game.
You can enable XMP in your motherboard BIOS UEFI. I never thought this might be a problem because RAM speed is never considered for game performance, but maybe in this case it does? I don't get it.
ryzen performance increases with ram speeds and lower timings because of how the infinity fabric works. Higher speeds reduces latency within the chip therefore increasing the performance

Stable 30FPS on low settings 1080p. It's more than 30 actually, around 35 but I capped it to 30. It still looks great and if you want even more FPS with slightly worse quality, FSR settings make it 40FPS+.
Could you do a little video on original settings and 1080p with FPS counter? I'm trying to verify massive frame drops (60 down to mid 30s) on that specific CPU.

I'm happy if this fixed the problem for me, but it sucks that it had to be such an esoteric thing buried in the BIOS. Most of us don't even think about it, except for the more diehard PC gamers, and I'm already a PC gamer myself. I just have too much to learn.
It didn't fix the performance after all. The game IS running smoother but it's still dropping 15-20 frames... what a shame. :( I mean at least it's a SMOOTH drop now but it still sucks and it's still noticeable.
I noticed that sometime the utilization of the gpu is really low, and with vsync it never reach 100%.
I don't think that this should be the performance that i should get with my specs, are there any new drivers for rx 5700 xt for GoW? Or any suggestion on how to make the frame rate better?
