Baldur doesn't know how to speak to the \serpent, so it doesn't make sense for him to call the Serpent.
Only Mirmir and Atreus knows hows to speak to it, i think it makes Atreus time travel theory seems more likely.
I believe Odin would actually have the old tongue knowledge as well, since he drank from the well of knowledge as well as hung himself from Yggdrsail for 9 days to gain knowledge (if you listened to Mimir's tales ;)
