How to get the utility gun menu option for every level

i saw a guy flyung around with nimbus on the minecart level, just like how in boneworks you have the utility gun option in the menu. how do you get this?

Dev mode, allows you to spawn dev tools in every level. It's in a menu, I think the mods menu. Sorry, I can't remember.

Yea, if you go to the mods arcade thingy, then go to settings i enabled dev mode
