I am currently installed on a m.2 SSD, 9700K cpu, 2080TI Gpu. I have let it run for about 5 mins each time and it has not got passed that loading screen. I am going to do a file check, see if that helps :)
Your GPU likely has nothing to do with loading times. It just does calculations and uses video memory for shaders, post-processing and textures.
Considering people with much beefier computers than me are having the same issue, when using an SSD as well, I am fairly certain it's unrelated to specs to an extent.
What I DID notice is that the game will take up an abhorrent amount of RAM and then use the pagefile while loading.
It looks like it's compiling stuff before you get in-game, as I otherwise don't see a reason for it to use this much memory and then need a pagefile when just loading into a map with a plane and a gun.
Common practice to fix Steam games.
Uhh what is it... right click game...manage... verify game files? Something like that.
